IHEA CONSTITUTION

(Revised May 2007)

ARTICLE I

NAME AND PURPOSE

Section 1. The name of this organization shall be the International Hunter Education
Association.

Section 2. The purpose of the Association shall be to continue the hunting heritage
worldwide by developing safe, responsible and knowledgeable hunters. This shall be done
by increasing safe and responsible participation in hunting, enhancing the delivery of
Hunter Education, improving the professional skills and standing of Hunter Education
professionals and volunteer instructors and enhancing the image of hunters and hunting.

ARTICLE II

MEMBERSHIP

Section 1. Membership in the Association shall consist of jurisdictional officials having
responsibility for administering hunter safety or hunter education programs.
'Jurisdiction' shall be interpreted to be any country, state, province, territories,
designated entities, or legal division thereof.

Section 2. Instructor membership, Associate membership, Benefactor, Golden Associate,
Affiliate, Lifetime and Conditional membership may be granted in accordance with By-Laws
adopted by the Association.

ARTICLE III

MEETINGS

Section 1. Meetings of the Association shall be termed conferences and shall be held at
least annually in accordance with by-laws adopted by the Association.

Section 2. Special conferences may be held as provided by By-Laws adopted by the
Association.

Section 3. No conference, either annual or special, shall be official unless there is a
quorum present and a quorum shall consist of fifty-one percent of the voting members.

ARTICLE IV

OFFICERS AND COMMITTEES

Section 1. Officers of the Association shall consist of a President, four
Vice-Presidents, President-Elect, and Secretary/Treasurer.

Section 2. For administrative purposes, IHEA shall be divided into four zones with a
Vice-President elected from each.  Canada shall comprise Zone 1; United States Federal
Assistance Regions 1, 2, 6, and 7 shall comprise Zone 2; and Federal Assistance Regions
3, 4 and 5 shall comprise Zone 3; and all other entities, shall comprise Zone 4.

Section 3. There shall be a Board of Directors consisting of the President, four
Vice-Presidents, President-Elect, Secretary/Treasurer and one Instructor member elected
from the membership representing each of the four administrative zones described in
Article IV, Section 2, provided, however, that no jurisdiction may have more than one
representative on the Board of Directors. This provision shall not apply to the position
of Instructor Member of the Board of Directors.

Section 4.. Regional Directors shall be elected from each of the two Canadian Regions,
six (6) United States Regions and all other entities as follows:


Region I - Alaska, California, Hawaii, Idaho, Nevada, Oregon, Washington


Region II - Arizona, New Mexico, Oklahoma, Texas, and all other entities

Region III - Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio, Wisconsin

Region IV - Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North
Carolina, Puerto Rico, South Carolina, Tennessee, Virgin Islands

Region V - Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire New
Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia

Region VI - Colorado, Kansas, Montana, Nebraska, North Dakota, South Dakota,
Utah, Wyoming

Region VII - New Brunswick, Newfoundland and Labrador, Nova Scotia Ontario, Prince Edward
Island, Quebec

Region VIII - Alberta, British Columbia, Manitoba, Saskatchewan, The Northwest
Territories; Territory of Yukon, and Nunavut


Section 5. When an officer of the Association is no longer eligible for membership or
declines to serve, the office held by such officer shall be declared vacant.

Section 6. All standing committees and ad hoc committees and task forces to accomplish
the Association mission may be appointed in accordance to the by-laws.

ARTICLE V

VOTING ELIGIBILITY

Section 1. In all matters before the Association, each member jurisdiction shall have one
vote. The procedure for casting each jurisdictional vote shall be decided by each
jurisdiction, except that no fractional votes shall be permitted.

ARTICLE VI

BY-LAWS

Section 1. The Association may adopt By-Laws not in conflict with the provisions of this
constitution.

ARTICLE VII

AMENDMENTS

Section 1. The Association at any annual conference may amend this constitution by
two-thirds vote of members present. Proposed amendments shall be eligible for
consideration only if copies thereof have been submitted to each member not less than
thirty (30) days in advance of the annual conference. Provided, however, that amendments
proposed by the Board of Directors shall be eligible for consideration without prior
notice.
